When a building official asks for proof that structural welding complies with the code, the answer starts with the International Building Code and ends with an AWS D1.1 WPS. Most fab shops know they need D1.1 WPSs — fewer understand exactly why the IBC makes them non-negotiable and what that means for submittals, special inspection, and AHJ review.
How the IBC Gets to AWS D1.1
The path is a reference chain, not a direct requirement:
- IBC Section 1604.3 adopts the International Building Code as the base document for all structures regulated by the code.
- IBC Chapter 22 (Steel) adopts AISC 360, Specification for Structural Steel Buildings, as the governing standard for structural steel design and construction.
- AISC 360 Chapter J and Appendix 5 establish design requirements for welded connections and require that welding comply with AWS D1.1 for carbon and low-alloy structural steel.
- AWS D1.1 Clause 4.1 requires that all structural welding be performed in accordance with a WPS that is either prequalified under Clause 5 or qualified by test under Clause 6.
The 2024 IBC edition maintains this chain. Local jurisdictions adopting earlier IBC editions (2018, 2021) have the same reference chain with minor edition differences in the cited AISC and AWS documents. The AHJ may require the current edition or may be locked on an older one — confirm early.
Special Inspection Requirements Under IBC Section 1705
IBC Section 1705.2 (structural steel) requires special inspection of structural steel welding for:
- Risk Category III structures (schools, emergency shelters, large assembly buildings)
- Risk Category IV structures (essential facilities: hospitals, fire stations, emergency operations centers)
- Risk Category II structures when the building exceeds three stories or specific height thresholds in some jurisdictions
- Any seismic force-resisting system (moment frames, braced frames) in Seismic Design Categories D, E, or F regardless of Risk Category
Special inspection is not the same as quality control by the fabricator. Special inspectors are third-party agents of the building owner, hired independently of the contractor, whose role is to verify that work is done in accordance with the approved plans and specifications. They do not replace the contractor's own CWI — they work alongside the contractor's QC system.
Special inspector qualifications for welding: AISC 360 Section N5.4 and IBC Section 1705.2 require that welding special inspectors be CWIs (AWS Certified Welding Inspectors) or otherwise qualified to the satisfaction of the EOR. A general contractor employee who is not a CWI cannot serve as welding special inspector on an IBC special inspection scope, regardless of experience.

WPS Submittal in the IBC Project Workflow
On a typical IBC-governed structural steel project, the WPS submittal workflow looks like this:
Design phase: The EOR specifies the applicable welding standard (AWS D1.1, edition year), the WPS submittal requirement, and any project-specific additions (CVN filler metal for seismic, AESS quality levels, backing bar disposition, etc.) in Division 05 of the project specifications.
Fabrication start: Before the fabricator strikes the first production arc, the following must be approved:
- WPSs for each process, joint type, and position combination used
- Supporting PQRs (or prequalified WPS documentation)
- Welder qualification records (WPQs) for each welder in the scope
- Filler metal certifications (CMTRs)
Submittal review: The submittal package goes to the EOR for review and approval. The EOR reviews for compliance with AWS D1.1 and project specifications. On seismic jobs, the peer review engineer may also review the WPS package. Once approved, the WPS package is issued to the fabricator and to the special inspector.
AHJ review: Many jurisdictions require the building official or a plan checker to see the approved WPS package as part of the building permit or as a condition of the inspection permit. The AHJ can require additional documentation or reject WPSs that do not conform to the adopted code edition.
What the AHJ Actually Looks For
Building departments vary enormously in their technical depth for structural welding. A large metropolitan building department with a structural plan check division may conduct a detailed review of WPS qualification records. A small rural jurisdiction may simply confirm that WPSs exist and that a CWI is involved.
In either case, the document the AHJ is most likely to ask for is the statement of special inspection — the document prepared before construction that identifies what special inspections will be performed, by whom, and on what frequency. For structural steel welding, this statement should reference:
- AWS D1.1 (edition) as the governing standard
- The special inspection agency and inspector qualifications
- Frequency of inspection (continuous vs. periodic) by weld type
- List of demand-critical welds requiring continuous inspection, if applicable

Risk Category and WPS Scope — Practical Implications
Risk Category drives special inspection requirements, but it does not change AWS D1.1 WPS requirements — every structural weld needs a WPS regardless of Risk Category. What Risk Category changes is:
- Whether third-party special inspection is required (Category III/IV: almost always yes; Category II: jurisdiction-dependent).
- Whether seismic provisions (AISC 341, AWS D1.8) apply, which add CVN filler metal, demand-critical weld access hole, and extended UT requirements.
- Whether enhanced welder qualification records are required by the project specification.
A Risk Category I warehouse may have only routine D1.1 inspection. A Risk Category IV emergency operations center will have special inspection, seismic provisions, and potentially third-party PQR witness testing. Build the QC program to match the Risk Category before fab starts.
When the AHJ Asks for More Than You Expected
AHJs occasionally impose requirements beyond the baseline IBC/D1.1 chain — for example:
- Requiring PQR witness testing by a third-party laboratory even for prequalified WPSs
- Mandating a pre-construction meeting with the special inspector, EOR, and contractor before any welding
- Requiring that WPS numbers appear on structural drawings (not just the WPS submittal)
- Imposing enhanced NDE scope (100% UT instead of the D1.1 sampling rate)
None of these are prohibited by AWS D1.1 — they are additions, not conflicts. The time to identify them is the pre-bid or pre-construction phase, not after the WPS package is submitted. Request the jurisdiction's special inspection requirements and any local amendments to the IBC before drafting the QC plan.
Managing IBC Compliance Across Multiple Jurisdictions
Fab shops that ship structural steel across state lines or to multiple jurisdictions face a patchwork of adopted IBC editions and local amendments. A state might be on IBC 2018 while the municipality has adopted 2021 with local amendments. AISC 360 and AWS D1.1 edition years cited in each adoption matter — Table 6.6 in AWS D1.1:2025 differs from the equivalent table in D1.1:2020 (see the AWS D1.1 2025 vs 2020 changes article for the specific renumbering).
Maintaining a WPS library that is tagged by edition year, and confirming the AHJ's adopted edition at project kickoff, prevents using 2025-edition essential variable tables on a project where the AHJ is enforcing the 2020 edition.
