Small fab shops entering structural fabrication ask the same question: what paperwork do I actually need? Some shops over-document and drown in binders. Others under-document and fail their first AISC audit. This guide describes the minimum viable AWS D1.1 documentation set for a shop that welds structural steel to AWS D1.1:2025.

Why Documentation Is the First Thing Auditors Check

Auditors — whether from AISC, the owner's verification inspector, or a third-party QC firm — examine documentation before they ever touch a weld gauge. A shop that cannot produce a valid WPS for the joint being welded fails the audit regardless of actual weld quality. The paperwork is not bureaucracy; it is evidence that your welding program is controlled, repeatable, and code-compliant.

Small shops fail audits for two consistent reasons: they lack required documents (no WPQ on file for a recent hire, no PQR behind a non-prequalified joint design), or their documents are disorganized (procedure binder missing signature pages, expired WPQs still in the active roster). Both failures have the same fix: build a lean, correct document set from day one, before the first project begins.

The Minimum WPS/PQR Package

Every structural weld made to AWS D1.1 must be performed in accordance with a qualified welding procedure specification. The minimum package is one WPS for each process and joint type combination you weld in production.

A shop that welds fillet welds and complete joint penetration groove welds using FCAW-G on A992 steel needs at minimum one procedure covering each joint category. If you add SAW or SMAW as a second process, those processes require separate WPS documents — process is an essential variable that cannot be shared across procedures.

Tested procedures (AWS D1.1:2025 Clause 6): Each WPS must be backed by a procedure qualification record documenting the test coupon welding parameters and mechanical test results (tensile, bend, and where required, Charpy impact). The PQR is the legal foundation for the WPS. Without it, the procedure is unqualified.

Prequalified procedures (AWS D1.1:2025 Clause 5): You can write a prequalified WPS without running test coupons — but only when every joint geometry, base metal, filler metal, and process parameter strictly complies with Clause 5 limits and the joint detail library in Annex B. Prequalified procedures are faster and cheaper to establish. They carry zero flexibility: a single parameter outside Clause 5 limits requires a tested PQR. Use the Annex M form (or an equivalent format containing all required essential and nonessential variables) for every WPS. A complete WPS includes the full parameter ranges, reference to the supporting PQR or prequalified basis, and a signature from an authorized signatory — typically a Certified Welding Inspector or the responsible engineer.

Welder Performance Qualification Records

Every welder making production welds must hold a current WPQ for the process and position used. The minimum WPQ file for each welder includes:

  • Completed WPQ test record with test date, process, position, base metal, filler metal, and test results
  • Qualification range — thickness, position, diameter if applicable
  • Continuity tracking log confirming active welding within the preceding six-month window per AWS D1.1:2025 Clause 6.4.1

A shop with five welders maintains five active WPQ files. A lapsed WPQ from a welder who has not welded in over six months means that welder must requalify before resuming production work. Keep the WPQ roster current. An expired WPQ makes every weld that welder produced after the continuity lapse non-conforming — a costly finding during a project audit.

The Quality Control Plan

AWS D1.1 and most AISC-referenced project specifications require a written quality control plan. For a small shop, this does not need to be a 50-page manual. A two-to-four page procedure covering the following satisfies the core requirement:

  • Pre-weld checkpoints: fit-up verification, preheat confirmation, WPS assignment review, welder WPQ confirmation
  • In-process checkpoints: interpass temperature measurement and recording, pass sequence compliance, wire/electrode identification
  • Final inspection checkpoints: visual acceptance criteria per AWS D1.1:2025, dimensional verification, NDE sampling if required
  • Nonconformance procedure: who makes the rejection call, how a nonconformance report is initiated, repair authorization and re-inspection steps

Assign a named responsible individual — your CWI or QC manager — and document that person's credentials within the plan. Production Records: Weld Logs and Travelers

Every weld must be traceable from the drawing to the welder to the inspection result. For a small shop, a simple weld traveler or log sheet per piece accomplishes this:

  • Drawing number and weld designation
  • Welder ID and WPQ number
  • WPS number applied
  • Preheat and interpass temperature readings (for preheat-required joints)
  • Visual inspection result and inspector signature or CWI stamp
  • NDE result and reference to the NDE report if applicable

This production record becomes the closeout package turned over to the owner at project completion. Without it, you cannot demonstrate compliance to any specific joint if questions arise during the structure's service life. The traveler is also the document that proves your quality plan was actually followed — not just written.

NDE Documentation

When the project specification or contract drawings require nondestructive examination — whether radiographic testing, ultrasonic testing, magnetic particle testing, or liquid penetrant testing — your NDE records become a required part of the minimum document set. Each NDE report must identify:

  • The specific weld inspected (drawing number, weld designation, piece mark)
  • The NDE method and applicable acceptance standard (AWS D1.1:2025)
  • Personnel qualification (UT operators under AWS D1.1 must meet documented qualification requirements)
  • Acceptance or rejection result with reference to the applicable acceptance criteria table

When a weld is rejected, repaired, and re-inspected, retain both the initial rejection report and the acceptance report on the repaired weld. Auditors specifically look for documentation that repair welds were re-inspected — it is a common gap.

Getting Organized Before the First Project

The single highest-value action a small shop can take is building the document set before starting production — not during or after. Create a file structure — physical binders or a shared digital folder — with dedicated sections for WPS/PQR packages, the active WPQ roster, the QC plan, project-specific production records, and NDE reports. Make it simple enough that anyone in the shop can locate any document within two minutes.
